The e-road toll regulation and payment possibilities
The e-road toll was introduced from 1st July, 2013 at the territory of Hungary for Heavy goods vehicle with a maximum total permissible weight over 3.5 tons. For buses – although they exceed 3.5 tons – e-road toll payment is not obligatory, since for passenger transport e-road toll payment is compulsory.
Payment methods of e-road toll are the following:
- Fleet management service providers, with fleet management system or with mobile cigar lighter connected OBU items. For this a registration is needed at www.hu-go.hu website, where you need to upload your company data, contact persons and your vehicles. Payment amount is depend on the vehicle axle number, the environmental classification and the length of the road usage.
- Prepaid ticket. It is an electronic ticket, which can be bought at www.hu-go.hu website with bank transfer, or at appointed customer services or at kiosks on fuel stations.
Deduct the air suspension tax fee for vehicles, E-road toll fee 7,5% can be deducted from business tax and transport companies may ask for favorable rotatory loan. The rotatory loan is important since the transport companies need to pay the road toll immediately, but they will receive their payment from their clients in 30-60 days, for this period the rotatory loan can be a solution.
E-Road Toll price categories::
J2 category: Heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 2 axles
J3 category: Heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 3 axles
J4 category: Heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 4 or more axles
The environmental classification are indicated with A, B, C letters: the A is for EURO III category, or better environmental classification category vehicles, the B is for EURO II category, the C letter is for the EURO I or lower environmental category vehicles.
The vehicle with 4 axles driver has to pay 110.000 HUF, the vehicle with 3 axles driver has to pay 90.000 HUF and the vehicle with 2 axles driver has to pay 80.000 HUF as penalty. These penalty fees are valid from 1st July to 1st September there is a valid provision that in 24 hours one vehicle can be punished once, so if a vehicle do not pay road toll and gets a penalty, that car cannot be punished in 24 hours. After 1st September, 2013 this time limit will be 8 hours, so in one days one vehicle can get more penalties, which the car owner has to pay for the police or the state authorized Hungarian National Motorway Company.

At the territory of Hungary the electronic, distance-based electronic road toll system (DTS) was introduced on a total of 6,513 km road sections of the Hungarian public road network (motorways, highways, main routes) on 1st July, 2013, it was called HU-GO and obligated for heavy goods vehicle with a maximum total permissible weight over 3.5 tons.
Is it better than the vignette system?
Public roads development and operation cost a lot for budget. The only financial method is to collect road toll. In many EU countries some kind of road toll system operates for heavy vehicles. In Hungary until e-road toll the vignette system could not raise the necessary amount of money for public roads. The vignette system was compulsory on highways for all vehicles, and for heavy vehicles some main roads. This is how they measure it
Road toll is made up from infrastructure and other road related costs. The infrastructure means the cost of road constructions, operational cost of road system, development and maintenance cost, while the other road related costs coming from air and noise pollutions. The vehicle category depend on axle numbers, the vehicle category (J2, J3, J4) and the environmental (emission) classification. The roads involved at road toll was appointed by the related minister and by the collection of road toll the Hungarian Government has designated the State Motorway Management Company Ltd. (SMMC Ltd.) to conduct all of the tasks related to the collection of tolls.
For what the road toll income can be used?
The collected amount by the HU-GO system is the regulated by the European Union. The income can be used only in the public road and transportation sector, will not be part of the national budget. HU-GO system will help the catch up the Hungarian road system to the European union norms, and toll fee will inspire to go on the closest way and more proper route planning.
